Functions:

a.      The Ethical Institutional Review Board (EIRB) will guide researchers to ensure proper conduct and integrity of all research involving humans (such as human specimens or DNA information, and on protection measures etc) and animal subjects research undertaken across the University of Chitral

b.     EIRB will undertake meticulous reviews of research proposals before submission to national and international funding bodies, to ensure that all research, especially research on human subjects, adheres to ethics guidelines.

c.      All research involving human subjects conducted at University of Chitral by faculty, students, or staff must be reviewed and approved by the EIRB followed by department enforcement of the process, prior to the collection of any data or interaction with any research subjects.

d.     EIRB will be responsible for monitoring of ethical compliance in research, policy-making, governance, standardization and oversight of the ethics review process across University of Chitral.

e.      Reviewers will assess the potential risk to human subjects in proposed research and evaluate what protection measures are in place to guard against any research-related risk.

f.      The EIRB will reserve the right to review a random selection of applications approved by the Bio Ethics Committee (BEC) as its subcommittee and will hear appeals.

g.     The EIRB will follow the ethical principles set forth in the Belmont Report, federal regulations (e.g. Department of Health and Human Services (DHHS) regulations 45 CFR Part 46), state or local laws, and College policies. In accordance with these principles, the IRB strives to create a culture of respect for, and awareness of, the rights and welfare of research participants.

h.     The EIRB may seek further help from Pakistan Medical and Research council (PMRC) and Pakistan medical counsel (PMC) on matters relating to education and training in bioethical issues.

i.       The EIRB shall investigate allegations of scientific misconduct in research referred to it and make recommendations in respect thereof.

j.       EIRB will review applications submitted by the researcher via concerned HoD.

k.     The meeting of the EIRB shall be called twice a year.

l.       The quorum for meetings of the EIRB shall be one-half of the total number of members, a fraction being counted as one.

m.   Any other task assigned by ORIC Head.
