Student Code of Conduct




THE UNIVERSITY OF CHITRAL STUDENT CODE OF CONDUCT

1. PREAMBLE
The University of Chitral aims to rise up with academic excellence in teaching, learning and research, and to sought and impart knowledge to the society for a successful future. The University is proud to have a diverse community of teachers and students. The student code of conduct sets out the standard of conduct the University expects of its students so that everyone can undertake their studies in a supportive and nonthreatening environment. In order to develop a friendly environment to achieve the cherished goals of academic excellency and research, a set of rules has been designed.
This code of conduct shall be called as the “University of Chitral Student Code of Conduct”. The rules in the code indicate standard procedures for all students enrolling with the University for pursuing degrees in varied courses. It is incumbent upon all students to abide by this Code of Ethics and Conduct and the rights, responsibilities including the restrictions flowing from it.

2. JURISDICTION
2.1 The institute shall have the jurisdiction over the conduct of the students associated /enrolled with the Institute and to take cognisance of all acts of misconduct which are taking place in the Institute campus or in connection with the Institute related activities and functions.
2.2 The institute may also exercise jurisdiction over conduct which occurs off-campus violating the ideal student conduct, discipline and causing defamation of the Institute as laid down in this conduct regulation.

3. ETHICS AND CONDUCT
3.1 Students Involvement in Politics
While taking admission in any discipline, he/she has to submit an undertaking to the admission committee on neither being a part of any political party nor to take part any political activity. Students should refrain from staging, inciting or participating in, or abetting any political walkout, strike, or other form of agitation.
3.2 Religious and Ethnic Harmony
The university believes in respect to every religion and denies any act of extremism and discrimination based on religion and ethnicity. Therefore no student can be a part of any religious extremism.
3.3 Interaction with media
Students are not permitted to provide audio and video clippings of any activity on the campus to media without prior permission. To avoid misconceptions about any activity in the university; it is totally banned on students to use the name of the institution in any Social media group or share any material in the form of picture, text, video, animation etc. Students are expected not to interact, on behalf of the institute, with media representatives or invite media persons on to the campus without the permission of the institute authorities.
3.4 Use of Social Media
The university expects the students to use social media with great care and responsibility. Students are not allowed to post derogatory comments about an individual, activity or an institution, which may harm the reputation of the university.
3.5 Interaction with print media
Posting false reports, printing, production and distribution of pamphlets which could be a source of rumors against the university is totally forbidden.
3.6 Unauthorized use of the University’s logo
Nobody has the right to use the logo of the university, which ultimately disrupts the soft image of the institution.
3.7 Audio and Video Recording
Students are not permitted to either audio or video record lectures, academic programs in class rooms or activities of other students, faculty, or staff without prior permission.
3.8 Act of discrimination
In order to maintain high moral standards the students should deter any act of discrimination (physical or verbal conduct) based on an individual’s gender, caste, race,
religion or religious beliefs, color, region, language, disability, marital or family status, physical or mental disability, gender identity, etc.
3.9 Off-Campus activities
All students must deter from indulging in any activity on behalf of the university without any legal approval from the university administration. Any activity off-campus which can affect the Institute’s interests and reputation substantially can never be allowed.
3.10 Sexual Harassment
In order to maintain uniform working environment for both genders, the university administration is highly concerned about sexual harassment. Any act of sexual harassment may lead to the expulsion of the student from the university and bring him/her under severe court punishment.
3.11 Damage to property
University is a public property. Intentionally damaging or destroying Institute property or property of other students and/or faculty members may invite legal action and compensation to the loss.

3.12 Student Identity Card
No student can be allowed to enter in the campus and further in classroom without displaying student identity card. Failure to show the identity may compel the university security the student.
3.13 Possession of weaponry
To maintain peaceful working conditions, carrying or use of any weapon, ammunition, explosives, or potential weapons, fireworks is totally forbidden. The university security has the jurisdiction to arrest the student if seen having any weaponry.
3.14 Drugs and Harmful Chemicals
No student can carry with him/her any banned chemical and drug. Also use of alcohol and other narcotics can’t be afforded in the university premises. Smoking in the classroom, laboratory, examination hall, workshop, library, auditorium or convocation hall and at all other places where academic activities are conducted, shall be a part of misconduct.
3.15 Theft
Keeping in view theft as one of the unacceptable social crime, it is mandatory for students to keep away from theft or any help which can help an act of theft.

3.16 Mistreatment of Others
Students shall not:
a) Use profanity or vulgar language or make obscene gestures.
b) Fight with students and university staff.
c) Threaten another student, employee, or a professor, which may cause a substantial disruption to the educational environment.
d) Provoking others to be engaged in disturbing activity.
e) Engage in conduct that constitutes sexual or gender-based harassment or sexual abuse, whether by word, gesture, or any other conduct, directed toward another person, including a student or employee.
f) Cause an individual to act through the use of or threat of force.
g) Commit extortion or blackmail
h) Engage in inappropriate verbal, physical, or sexual conduct directed toward another person, including a district student or employee.
3.17 Cross-gender Relationship
Male and female students shall abide by the following clauses:
a) Observe separate seating.
b) No handshake between males and females.
c) No physical assault – unwanted physical contact or the use of physical force to threaten or cause physical injury, pain, or illness.

3.18 Entry into the NO-GO areas
There are some specific areas where student’s entry is not allowed. The place may be a female hostel, guest house, or specific location in the university premises.
3.19 Classroom Conduct
Students are expected to:
a) Arrive to class prepared and on time;
b) Attend classes and refrain from disrupting the class. Academic teaching staff are empowered to eject students who disrupt class activity;
c) Only use mobile phones and other electronic devices in class for educational activities, such as note taking or group work, and to ensure that these devices do not distract other students;
d) Always behave appropriately;
e) Communicate during classes in the language of instruction (i.e. English or Urdu);
f) Dress appropriately and professionally.
3.20 Inappropriate Conduct in the Libraries
Any action that that disrupts the academic environment of the library is prohibited.
3.21 Examination Hall Responsibilities
All students should abide by the rules and regulations set by the Controller of Examination. Miss behaving examiners and other exam staff culminate into strict disciplinary action.
3.22 Miss Conduct in Playgrounds
In playgrounds the players are the ambassadors of the institution. There is no room for misconduct and dismay of sportsman spirit.
3.23 Transport Ethics
The University has provided transport facility to the day scholars as well as borders. Students are expected to maintain proper behavior on their way to university and back home. Students must refrain from disturbing drivers, shouting in the bus and taking photographs in the bus.
3.24 Interfering with Electrical and Mechanical Devices
Interfering with any electrical, mechanical or other services like security cameras, electrical wirings can’t be tolerated. Students have nothing to do with such installations.

4. Procedure for dealing with breaches of the Student Code of Conduct
To resolve the issue of misconduct the following procedures shall be followed by the disciplinary committee constituted by the Vice Chancellor/ Pd of the University. The committee will operate keeping in view the following:
4.1. The gravity of the allegation;
4.2. The credibility and standard of the allegation;
4.3. Whether the student persistent in his /her misconduct;
4.4. The outcomes of the misconduct;

5. Penalties
5.1. Suspension
A suspension terminates the individual’s status as a student for a stated period of time. A student who is suspended may not enroll at the College for the duration of the suspension.

5.2. Readmission
Following suspension for general misconduct, readmission to the College is dependent upon the student's compliance with the conditions designated at the time of suspension.. Upon readmission, the student is placed on disciplinary probation for a designated period of time with required conditions and expectations of behavior monitored by proctorial staff.
5.3. Monetary penalties
In this case the student has to pay the specified amount of money charged against the said misconduct.
5.4. Payment for Damages and Losses
The alleged student shall pay for the damage to property or loss or injury to an individual.
5.5. Cancellation of University Scholarship
The university can withdraw the scholarship offered to the student.
5.6. Disqualification for the Degree
This penalty restricts the student from being awarded with a degree after the specified academic session has ended.

6. Appeal
1. An appeal, against rustication or expulsion, shall be referred to the Committee.
2. Appeal against the decision of an authority that imposes a penalty, shall be filed within three days from the date on which the decision is communicated to appellant.
3. The Vice Chancellor/PD may revise or maintain the penalties imposed by the committee.
7. Amendments in the Code of Conduct
The code will be revised annually. A review committee constituted by VC/PD has the legal right to bring an amendment in any clause as addition, substitution, or subtraction to the clause.
